Call for Proposals: Independent Evaluation of IMSA Model Development
The Independent Modern Slavery Advocate® (IMSA®) Model Development Project is seeking an experienced evaluation team to deliver a comprehensive independent evaluation of the second stage of the model. The IMSA® Model provides a standardised, accredited advocacy service for adult survivors of modern slavery and human trafficking across the UK. Given the unique nature of this assignment, experience working with survivors and lived experience leads is essential.
Launched in September 2025, the pilot runs until January 2029. This evaluation will cover six key deliverables, including cohort-level baseline and endline assessments, a value-for-money analysis, and an updated Theory of Change for Stage 3. Full details are available in the Terms of Reference associated with this Call for Proposals. This evaluation will be critical in assessing the model’s effectiveness, impact, scalability, and sustainability, as well as in shaping the future of independent advocacy for survivors across the UK. The budget allocated for this assessment is approximately £87,000.
